Votes come from spending: a Wuxiaworld staff member who says "Before joining Wuxiaworld, I worked as an editor" at a Chinese platform explained on Reddit that "Users get a number of monthly tickets after spending a certain amount on the platform each month."
So the board is a measure of paying readers, not of total readership, and it can be pushed. The same post warns that "authors can manipulate rankings, or organize their readers to do so." Read a high rank as a sign that readers are paying for the novel right now, and check the novel page before you decide to read it.
